I just want to add that all Serbian locations in xfce4-weather-plugin are displayed as Suriname. When searching for locations it is displayed as Suriname, but in applet tooltip it says Serbia. So, something is wrong with database.
This is a known bug that should be fixed by now. All is fine with the database, just the plugin mixed something up. Please try the new version which will be released shortly, or ask the package maintainer of your distribution to apply the appropriate patches from git on the old version and create an updated package.
