Window is under the panel, in version 4.6

Hi,

In versions 4.6, when a panel was set to "Freely Movable", a maximized window would expand under the panel. If it was set to "Fixed Position", it would stop at the panel and not go under.

In version 4.8.5, a maximized window does not go under the panel anymore and displays the same behavior as "Fixed Position".

I much preferred the behavior in 4.6, can this be fixed?
