A number of people complaint that they cannot add floating panel on the screen borders so windows appear under it. Although there is a hidden option for this to disable struts:

xfconf-query -c xfce4-panel -p /panels/panel-0/disable-struts -t bool -n -s true

It would be nice to make this configurable from within the panel's preferences dialog.

"windows appear under it" meaning windows appear beyond it, the panel being in front of the windows
