adds an option to turn of raising windows when scrolling

Default behavior of xfwm4 is to raise a window when clicked with any button (including the scroll button/mouse wheel).
There is a hidden option (raise_with_any_button=false) to only raise when clicked with the left mouse button. Scrolling or clicking with right/middle button doesn't raise the window.

I like my windows to raise when clicked with left, right or middle button, but to stay unfocused when scrolled.
Attached patch accomplishes this.
