If I use the Preferences to "disable all menu access keys", it works.
If I log out and log in again, that preference is still set, but ALT-f still brings up the File menu shortcut instead of passing the ALT-f to the running tcsh.

Please update to a newer version of terminal, this issue is already fixed.
