The devel panel will have style properties to control this though the gtkrc file:

XfcePanelWindow
style "xfce-panel-window-style"
{
  XfcePanelWindow::popup-delay = 225
  XfcePanelWindow::popdown-delay = 350
}
class "XfcePanelWindow" style "xfce-panel-window-style"
