Steps to Reproduce:
  1) Enable a "Resize grip" option.
  2) Restart xfce4-panel or xfce4.

Actual Results:
  Unable to resize the Notes window (cannot grab the resize grip).
  Then Off -> On the "Resize grip" option, window resizing is enabled.

Expected Results:
  The Notes window should be always resizable if "Rezise grip" option is enabled.

Build Date & Platform:
  Build 2009-01-04 (trunk) on Arch Linux

Ok, I was able to reproduce it, it must be a bugger with GTK+ however.

You can resize by holding the Alt key and right click the window.

This issue is fixed due to remove the resize grip option.
