In the Window Manager 'Click and drag the buttons to change the layout' doesn't work. The buttons are not moved.
I am using Debian/Sid with libgtk2.0-0 v.2.12.11-4.

You'r right, it's similar to bug 4556.

When I start xfwm4-settings from xfce4-settings-manager it doesn't work,

When xfwm4-settings is started from a terminal, it works.

Sorry,I didn't notice that bug.
