note doesn't span all desktops after logging out

Normally the sticky note spans all the desktops, but when I log out and log back
in it is only on the first desktop, and I can't see how to get it to span them
all again.

As an aside, it might be nice to make it an option to make the notes "always on
top".

I would like to add that it also does not remember what workspace a note was on
when you logged off. If you put a note on workspace2, it will be on workspace1
when you log off and back on. Was this by design? Does anyone mind if I try to
change this? (I think changing that will fix this bug as well)

Patch to enable config saving

Patch:
FIX: xfce4-notes-plugin config saving
FIX: moves config file to .config/xfce4

Just started looking at this after cleaning up some other things I had to do
(santy was fun wasn't it....). xfce4-notes-plugin was using the wrong function
to get the resource file path/create it. The above patch should fix that.

Note: The file will be saved in ~/.config/xfce4/ instead of the old ~/.xfce4.
So, this should fix bug 346.


My first patch to XFCE, so if there are any problems/style issues in how it was
written/submitted I would appreciate the feedback.

Sorry for the delay on the second patch...was out buying textbooks today. In
summary:

First patch: Should fix the location the notes plugin saves its notes and make
it save them. (It wasn't saving notes on logout before because of changes in XFCE)

Second patch: Very small patch to make the plugin updated the sticky-ness of the
saved notes after loading them.
