When I remove only one panel (either top or bottom) both panels crash. I have to restart them by running a xfce4-panel. Here's the backtrace from gdb...

Reproducible: Always

Steps to Reproduce:
1. Open up the panel manager
2. Hit the minus sign to remove a panel.
3. Watch both panels crash.

Actual Results:  
Both panels crash. You have to manually restart the panels.

Expected Results:  
Only removed one of the panels.
