When setting a panel to normal width and auto-hide, and the panel width changes while hidden, the panel border doesn't change width until mouse over.

Reproducible: Always

Steps to Reproduce:
1. Add a panel, set to auto-hide and normal width. (Mine is placed at bottom-center.)
2. Add an item that can change the width of the panel (e.g. Icon Box)
3. Trigger the width change (e.g. open a new window)
4. Mouseover the hidden panel. Observe width changes.

Actual Results:  
Panel border width only changes after mouse over.

Expected Results:  
Panel border width should change with contents even when hidden.
