Currently templates are read from ~/Templates/.  They should also be read from $XDG_DATA_DIRS/Templates.  Templates in the user's homedir should be placed in $XDG_DATA_HOME/Templates, not in a 'visible' location like ~/Templates/.  See also bug 1404.
