Clicking a window control regardless of mouse button, holding and dragging mouse off of it, and then releasing the button used to click or click any other mouse button causes the window control to execute rather than cancel. This is excessively annoying because this also applies to the close window function and if one accidentally presses it, there is no way cancel and get out of it. I once found that spamming the escape key and some other keys while moving my mouse randomly stopped it once, but I was never able to reproduce it.

This issue was found on Fedora with package version xfwm4-4.13.1-4.fc29.rpm
