Add context for translators in lock dialog

This patch adds context for translators about date and time in lock dialog. Currently it is wrong with my locale (French). Moreover, I think it is better to use same format like clock plugin (available in xfce4-panel).

Perhaps, we can let users decide which format they want to use, through a Xfconf property.

As for providing it as an Xfconf setting, this is something we may do after the next release.
