I would like an option to change the mouse scroll / mousewheel behaviour to minimize and unminimize windows when I scroll hovering the window buttons/entries/boxes in the taskbar.

Scrolling down should minimize the hovered window.
Scrolling up should restore the hovered window.

Sometimes the user wants to keep windows open while minimizing a lot of others. LXDE has this feature and I use it a lot.

This way the user can minimize many windows in a row in one "move", and they don't need to know whether they are visible because it is a one-way action.

There is a similar ticket (#8757) but it is not the same. That ticket aims to keep the original functionality (scroll through windows) on the bare taskbar area and change the functionality over window buttons to minimize/show. This ticket aims for an option that enables the latter.

I am not sure whether there is padding around the buttons, but this feature should work on the edge of the screen as well.
