Settings from view menu aren't synchronised with settings in settings dialog.

Steps to repeat:
(Sorry if the english names of menus aren't correct, because my menus are in german)
1. Enable toolbar in menu "Edit/Settings" -> "Window" -> "Show Toolbar"
 (the toolbar is now visible)
2. go to menu "View" -> "Tool bar" isn't selected
