I am running Xubuntu 16.04 with two monitors. I found that after a reboot all my icons would be set to the second screen and be locked into their position. The only way I am able to move the icons again is to delete all files in ~/.config/xfce4/desktop/.  Im not sure what triggered the bug in the first place though. It may have been the panoramic wallpaper I set to my desktop as now instead of 2 config files named "icons.screenX-1920x1080.rc" it became on file named "icons.screen0-3184x858.rc". This seems to be related to bug 10813

I did go through some of the basic troubleshooting steps and make sure the monitor on the left is set to the main monitor and make sure I wasn't trying to run another desktop environment in the background as well. I also uninstalled a few applications I installed before I started seeing this issue. but no joy. 

I did figure out a workaround however. 

Basically the user needs to delete all files in ~/.config/xfce4/desktop/. Then logout of your profile (not restart the machine,this will re-trigger the bug). Then open ~/.config/xfce4/desktop/ again and delete the file again and move any icon on the Desktop to create a new config file. 

For some reason even though the original files you end up removing will match the new one perfectly for some reason xfce wont use it unless you create a new one fresh manually. I also disabled the setting to "Apply to all workspaces" in the desktop settings. I don't think this will make a difference as when I turn it back on I still cant replicate the bug, but anything is worth mentioning.

I am able to reprodue the missaranged items.

After fixing "xfdesktop_grid_is_free_position", like proposed in Bug #7508 I am as well getting locked items.

Finally I found the cause, it's the same for both bugs.  Please take a try for the patches in Bug #7508 if you can !
