On start xfce4-panel displays windows only from the left monitor

I use two monitors and two panels, each panel has window buttons applet and each of the applet shows windows only from current monitor. When the user logged in and the panel applet starts it displays windows only from the left monitor. If I tick that settings twice the panell will show windows from correct monitor

the bug may be replated to some other component.

I've noticed that on session start xfdesktop starts only on the left monitor! Something wrong with xfce4-session, maybe, or some other component.

I use Xubuntu 16.04

Xfdesktop is actually started on both displays, but I can't drag any icon from the left side to the right, all icons from the right monitor are moved to the left and I can't drag and drop smth on the right display

I have exactly the same issue under Bionic 18.04

3 monitors, one panel only at center monitor, window-buttons with "include-all-monitors" unchecked: displays window buttons of the wrong monitor at startup.

I created this small bash script to make my life easier with this issue :

```
xfconf-query -c xfce4-panel -p /plugins/plugin-<PLUGIN_INDEX>/include-all-monitors -s true
xfconf-query -c xfce4-panel -p /plugins/plugin-<PLUGIN_INDEX>/include-all-monitors -s false
```
(Replace <PLUGIN_INDEX> by your own)
