I have two monitors. Each monitor has its own panel with Window Buttons. I've configured to show only buttons for current monitor/screen. but after resume from sleep both panels show buttons from left screen (primary one?). So each time I have to open Window Buttons settings. set all checkboxes and unset them again to make it working properly.
That's strange. I just tried to reproduce it and I can't. I added few debug messages to tasklist widget to print monitors geometry. tried suspend/resume and reboot and it just works properly. May be the problem is in delay between suspend and resume. I'm not sure. Anyway my logs are still there, so I can provide some debug info when I face it again.
It seems it's really matter of delay. After long sleep the problem is reproduced. But I don't see my messages in .xession-errors. So probably I patched wrong part.
Just to let you know. I've installed xfce again. panel 4.13.1 The bug is still here.
Is xfce4-panel development abandoned? Are there any good alternatives?
No, it's not abandoned, unfortunately we have few contributors that touch Xfce's code and most of them are working on porting the components to GTK3, the priority is to fix regressions and critical errors. Hopefully after this cycle, we'll focus on the most annoying bugs and new features, meanwhile I can only ask you to be patient or scratch you own itch by proposing a patch thus it might get merged before 4.14 (we're on #xfce-dev if you're interested).
Like Andre said, this bug is not a regression and we're currently focusing on porting and feature/bug-parity. We're more than happy about helping hands, so feel free to join in (e.g. on IRC, as Andre proposed).
I tried once already. Bit it seems I joined irc wrong time. Noone helped me.

That workaround does the same thing you did, switching the checkbox "show from all monitors" on and off again. I am confident that it's still the same bug, only the workaround doesn't work for you for some reason.
Same issue here. Sometimes, after login, my window buttons plugin show me the wrong monitor windows buttons. it's completely random. I have to ``` xfconf-query -c xfce4-panel -p /plugins/plugin-<X>/include-all-monitors -s true xfconf-query -c xfce4-panel -p /plugins/plugin-<X>/include-all-monitors -s false ``` to make it work well again.
