Since this commit http://git.xfce.org/xfce/xfce4-panel/commit/?id=d296ca76507bc5ffdbb8e77745568cf5063e069d - bug 10508 - , if you have "Focus follow the mouse" enabled, you can't minimize an application from the "window button" plugin if it is not focused.

Works fine after a revert.

Here are 2 more bug reports to the same issue... but for the xfwm4 package, not the xfce4-panel. There's also a thread to the xfce-forum which provides some more infos.
