stacking of windows altered when fullscreen mode enabled

When a window is put into fullscreen mode by the WM menu, which can be accessed by the decorations or Alt+Space, its stacking behaviour is altered. It tends to come to the front.

If it then creates a child window, the child window appears behind the fullscreen window and is obscured.

If the user had selected "always beneath" other windows, it is ignored when fullscreen. The window does not remain beneath other windows or even its child windows which should be in front of it.

These problems might be related to Bug 9161.
