True. I admit it is a bit surprising at first, but AFAIK this is the behaviour in all versions and intentional, as it helps saving a bit of space in the panel. I think the idea is: If the user only chooses exactly one label, then he knows what it is and doesn't need the label printed. If you believe it should be changed, please reopen this bug. I will then ask other users on the mailing list for their opinion. In any case, thanks for testing and reporting.
