If no printing-system is configured via the Settings Manager, the default in 
~/.config/xfce4/mcs_settings/xfprint.xml is file_plugin.so. This plugin does not
exist, leading to a missleading error message on start of either xfprint4 or
xfprint-manager.

Reproducible: Always
Steps to Reproduce:
1. remove xfprint.xml
2. restart xfce4
3. run xfprint4 in a xterm
