The "folder-icon" should be displayed in the context menu for the "Create new folder"-entry.
This already is the case for "Create folder" in the context menu on the desktop.

There is no new-folder icon in the spec, the regular folder icon is not suitable for this, i can't help it it's been used in xfdesktop.
