<Alt>F8 (resize) does not work resize terminal windows vertically

After pressing <Alt>F8 I can increase/decrease width of terminal windows (Terminal, gnome-terminal) but I can't do the same with their height.

I can reduce the height of the window but increasing it back "locks", either immediately or after increasing it by a couple of lines.

The error occurs with any type of windows and it also affects a moving operation (<Alt>F7). Windows can be moved up or left but not down or right.
