The desktop as setup with version 4.8 is not properly displayed in version 4.10.

I'll add a bit of context from the initial bug. Basically the problem is that if a user customizes the system-wide configuration e.g. of xfce4-panel and the system-wide default configuration is changed the customizations will be "messed up" since the xfconf per-user settings in $HOME only contained those settings which were explicitly changed from the system-wide defaults by the user. In xfce4-panel this can manifest itself by plugins loosing their customized settings when the plugin numbering in the system-wide configuration has changed. The only workaround is to not customize the system-wide default settings but to completely start a configuration from scratch so that all settings (rather those which have been explicitly set to a value differing from the system-wide defaults) are saved in the per-user xfconf settings. In case of xfce4-panel this is easy, in other applications it might be more difficult or impossible to force all xfconf settings to be written to the per-user settings in $HOME.

This is more an issue with xfconf rather than xfce4-panel but I don't have rights to change the bugzilla product.
