It seems that the plugin stopped being able to get weather data sometime around July 1. This is affecting all machines on which I have the plugin installed. The location is Charlottesville, virginia, and I'm not using a proxy server. Interestingly, if I click "Forecast", the title says "Weather report for: 99".

I confirm. I have the same behavior on different machines and connection type (no proxy on any).
Maybe the API has changed in weather.com…

Won't fix. The new version currently in development will use another data source, for more information please see bug #8105. The git version might be stable enough for daily usage but has some known issues and is still work-in-progress. You might try it and report how well it works for you, but please do not file bugs for features not yet implemented (I started development only about two weeks ago).

"99" is the old version's way of telling you there's no data, or "location unknown". The new version will have improved error handling.
