Add "Always on top" to keyboard shortcuts for windows

I can't find the option "Always on top" to set a keyboard shortcut for windows.

Moreover I would like to see the option to set mouse actions on the window title bar for this like

Scroll wheel up
Scroll wheel down

to change the settings from

Always on top
Default
Always in the background

Currently scroll wheel up on the title bar does roll the window.

Both are very valid points that should be implemented. Especially the mousewheel behavior should be configurable, and not as a hidden option either.

Changing window opacity, rolling up/down the window, minimizing/maximizing, setting always on top/below, there are o many useful options which could be bound to mousewheel in titlebar.
