Allow untiling windows with the same shortcut as used for tiling

Currently windows can by untiled by pressing unmaximize button or using maximize window shortcut key.

This feels a bit awkward in practice. It would be much more convenient if the window could be untiled/unmaximized by pressing the same tile shortcut key again.

patch, same as in #11936

While implementing issue https://bugzilla.xfce.org/show_bug.cgi?id=11936, I also added an implementation for this issue.
After applying this patch and you do a TILE_LEFT but there is no monitor to the left available, it does a clientRestoreSizePos instead of re-setting the window to the sizePos it already has.
