With applications on different workspaces, I log out and XFCE saves my session. On logging back in, all of the applications are restored, but in a single workspace.
I can confirm that this bug is still present in xfce4-session 4.10.1 (on Xubuntu Precise using packages from the PPA: https://launchpad.net/~xubuntu-dev/+archive/xfce-4.10 ).
