I still don't know what "the panel" is or does. Please can you point me to some relevant documentation?

OK. I think the simplest way to prevent this dialog box from unsettling novices would be to stop it from being displayed at all. The system should silently act as though the user had selected one of the options.

I don't have a strong personal preference _which_ of the two options, but since one of the options is "Use default config", then presumably that one would be best, since it is considered the default configuration.
