Windows dragging is not started when clicking window miniature on panel icon.

This is still present on Ubuntu 18:04-4 LTS for me.

Expected behaviour:
Dragging window icons in the "Workspace Manager" moves the windows on the desktop.

Actual behaviour:
Dragging window icons produces a drag icon cursor, but has no effect on the actual icon or window.

Basically, you move the cursor onto a window represented in the "Workspace Manager" applet and a "Click to start dragging xxx" popup appears. However, clicking and dragging does not move the window representation or the actual window on the desktop. Dragging a window from the manager to the desktop also has no effect.

Infuriating when you are attempting to move icons from a workspace attached to a monitor that has switched off or died!
