I'm using Xfce 4.2.1 on gentoo.

Add taskbar plugin to panel, set the "expand to fill screen" option. 
Now change panel size, a strange shuffling-twitching motion is shown.

Try it, it looks rather neat ;)

Yeah, this is a limitation of the current panel API. For Xfce 4.4 it will be
possible to properly set a plugin to expand. Setting this to WONTFIX for 4.2.
