New plugins don't keep their position

With xfce4-panel 4.9.0, when I add new plugins, only tested with:
- show desktop (added at first of panel 1)
- application menu (added at first of panel 2)

And when I reboot, or close session plugins are always placed to the end.

I found similar bug report, https://bugzilla.xfce.org/show_bug.cgi?id=7855

With xfce4-panel 4.8.x their behaviour is ok.

At first with preferences panel pop-up, then (after reboot, or new session) with drag and drop.

I've fixed the not-saving with the item editor in the preferences dialog. Dnd works right?

Now everything works fine (drag and drop, saving preferences dialog).
