Scroll handles are always displayed within the clipboard history list, regardless of number of entries/size.

It has been reported that 1.2.0-1 did not have this problem (https://bugs.archlinux.org/task/27482)

It seems like the clipboard history window is a bit lowe than it should be.

This bug occurs for me only when the Clipman is added to a panel as a separate applet. When I removed the separate applet, the clipman appeared in the systray after restart. This systray-located Clipman works as expected - without unwanted scrollbars.

Can you try to reproduce with latest git?

Currently I have a setup with xfce4-panel and clipman from git and can't reproduce. Although I have another setup where I can see this issue.
