Because the 'new panel launcher' dialogue is always on-top, the window for choosing an alternate icon for a launcher is always behind it - this makes things really really annoying, as you have to move both windows to opposite corners of the screen in order to choose an icon for your launcher. This feature seems to be >= 4.0.3 Could some tweak be added to allow windows pertaining to the 'new panel launcher' dialogue to be on the same level as it, or on-top of it, or possibly have pertinant windows moved to opposite corners so both can be seen, a-la the window-revealer effect in OSX?

I don't see this behaviour myself. To me it seems the code correctly sets the file selection dialog transient for the property dialog window, so the window manager should put it above that dialog. What version of xfwm4 do you use? I tested with 4.0.3.1.
I'm not using xfwm4 =P I use ROX-Filer 2.1.0 as my 'window manager' so I can use it as a pinboard. I also use metacity 2.6.3, not xfdesktop.
erm, I assume you mean metacity as window manager and ROX pinboard instead of xfdesktop ... ;-) Anyway, looking at the code in the panel, I believe metacity is at fault in this case.
