Whenever I use the tasklist to find a window on a cluttered desktop, I *always* want to raise it.  I seem to remember that this was the behavior in 4.6.x.  It's a headache to have to visually scan a long list of grouped windows here, click the one I want, and instead get it minimized making it necessary to repeat the whole process.  Thanks.

A window is only minimized if this is the "active" window.

Because I use "focus follows mouse" the active window usually changes just by virtue of going to the panel, and usually isn't already raised - if it were I wouldn't need to find it with the panel.  It's often enough the window that is mistakenly (in terms of what I intend) minimized for me to file a report.  :)
