I just upgrade xfwm4 to 4.8.3 from 4.8.2 on my Gentoo. Now when I switch virtual desktop, pidgin buddy list is shown on every desktop. Buddy list doesn't have option to be shown on every desktop (it's grayed) and in 4.8.2 was staying on desktop where it was shown.
Can you provide the output of xprop on that window?

Works for me, in my case the type of window is normal window, not dialog. I tested using pidgin 2.10.0 on fedora 16.

I just notice that if there is just buddy list with no conversation(s) window open buddy list stays where it should be. But if I open some conversation window buddy list just shows on every virtual desktop.
Works fine for me even with a conversation open. Does the conversation window remain on the visible workspace in your case?

No. Conversation stays in virtual desktop where it is open and not follow buddy list to visible desktop. I don't use full xfce desktop, but just xfwm4 in gnome. May be this have something to do with the problem. OK. I will downgrade to 4.8.2 it's just annoys me. Thanks.
Well I think you can reproduce with "metacity-window-demo" test tool and selecting "Parentless dialog".
xfce-4.8 branch is missing a bit of git commit 407a67dc which avoids that problem with parentless dialogs.
I have the same issue with GIMP Toolbox window and SMplayer playlist.
