I tried to change the panel background to a color or a background image. Nothing happens, only the panel handles show the correct appearance. I'm using xfce4-panel and xfwm4 inside the GNOME 3 environment (fallback mode). For testing purposes I have installed the missing components for a normal Xfce session, but encountered the same problem. The wrong color (solid black) appears also with other Gtk themes, and even the setting "Display tile in the background" doesn't work. Just tested it in a real Xfce 4.8.3 environment (Fedora 16). Immediately after configuring the panel background, it doesn't work, but after restarting my computer. That's odd, and it even doesn't work after logout and login again. It works with a color setting, I will test it with a background image as soon as possible.
