Unlike every other terminal emulator I've used, it seems Terminal has no ability to
(a) let you set the background colour through a command-line option
(or X resource, but that's another issue), and
(b) let you have multiple Terminal windows open, where each window can
    have a different background colour.

I work with a number of terminal windows, and I use different background colours to give me quick visual feedback of which window is which.

Any chance of adding this capability to a future version?

Thanks.

Random colors have been implemented.

For the commandline there are other bugs. Closing this one, now background color vary has been implemented.
