I'm new to Xfce (really like it btw, great work), and as I was setting my theme up I realized that the hover effect for buttons (close, maximize, etc) is only triggered (i.e. the PRELIGHT is only applied) for the active window, but not inactive ones.
I think it's also a nice thing to have for inactive windows as well, so I tried to see if I could change that. Included is the patch of what I did, little changes which seems to have done exactly what I was after.
