xfdesktop handles changes made in the main menu file but do not take care of sub-files, like /etc/X11/xfce4/menudefs.hook in the debian distribution.
Well, you are right, of course, but current implementation does not permit this. I am aware of the problem and will try to incorporate it in the next version of the menu. It has no priority now.
A menu-spec compliant menu implementation would eliminate the need for monitoring the debian menu (hopefully). Nevertheless, this would be useful to have. 4.2 material probably.
No actually a bug, but a feature request.
