Difference between a scroll and a click to raise

Hello,

I activate the option which permit to windows under the cursor to have the focus. To raise the window, I need to click in it. But, there is no differences between a scroll-up/scroll-down and a click. Is it a bug?

This is very usefull when we don't want to raise the web browser to navigate in the current page whereas we have many other documents opened in raised windows.
