I use a TwinView nVidia dual monitor setup. on both screens I have a panel (at bottom, full length) which works fine.
But when the left panel size is bigger than the on on the right, a maximized window on the right screen isn't fully maximized anymore, there is a gap between the panel and the window (see screenshot)

Bug #7739 also had this. But I don't see the problem here on twinview. Could you attach the output of "PANEL_DEBUG=1 xfce4-panel" and "xprop | grep STRUT"

PANEL_DEBUG=1 xfce4-panel

xprop | grep STRUT output for left panel (size set to 64px):
_NET_WM_STRUT_PARTIAL(CARDINAL) = 0, 0, 0, 65, 0, 0, 0, 0, 0, 0, 0, 1440
and for the right panel (size set to 31px):
_NET_WM_STRUT_PARTIAL(CARDINAL) = 0, 0, 0, 32, 0, 0, 0, 0, 0, 0, 1440, 3360
