Created attachment 3694 Screenshot of the vertical panel I have Fedora 15 with xfce4-panel-4.8.3-2.fc15.x86_64. On my laptop, I use only one vertical panel near the left edge of the screen. The display itself is standard 16:10 aspect ratio (1280x800). The workspace switcher displays virtual workspaces with incorrect aspect ratio - their height is about two times of their width. I am attaching a screenshot of the panel with workspace switcher.
The orientation is also applied to the pager, was probably a bad idea.
Mm works fine here. What version of libwnck do you have?
libwnck-2.30.4-3.fc15.x86_64
Something related to this was fixed in 2.30.5 (https://bugzilla.gnome.org/show_bug.cgi?id=630229), maybe you can give it a shot.
I installed libwnck-2.30.7 from Fedora 16 packages. I can't say, it is ok. Pager is too small. "number of rows" doesn't take influence on it. If I disable "show miniature view" text doesn't rotate correct, but "number of rows" works.

Would it be possible for you to check xfce4-panel 4.10 with libwnck 2.31.0 and check if there is anything left to improve?
Debian doesn't build libwnck 2.31.0 yet. I have strange behavior with libwnck 2.30.7 when threre are 4 workspace and 3 rows. The third row is empty. Wait next version of libwnck.
Indeed fixed in libwnck-2.31. However this does not seem to be a stable release and since the next stable 3.0 maybe there will never be.
I have pushed a fix to git/master that does not require libwnck 2.31.
The size of the pager is still incorrect when using a 'deskbar' panel instead of a vertical one. Is that intended behaviour?
This bug is: 1. Fixed in xfce4-panel-4.10 but it requires libwnck-2.31 (which most distribution don't ship and the development if libwnck has stopped) 2. Fixed in xfce4-panel-4.11.x in such a way that it works with older versions of libwnck.
