If you have a previously shared folder on a partition or drive that is not currently mounted, you can no longer share folders. The tab in properties will say you may need to install samba, which is nonsense. Terminal output is more useful: thunar-shares-plugin-lib-Message: exit code 255 thunar-shares-plugin-lib-Message: ------------------------------------------ thunar-shares-plugin-lib-Message: Called "net usershare info" but it failed: 'net usershare' returned error 255: info_fn: file /var/lib/samba/usershares/$unavailable-shared-folder is not a well formed usershare file. info_fn: Error was Path is not a directory. Mount the partition where the share is located, restart thunar, problem goes away.
