The panel often dissapears.Running a terminal with root[~]# xfce4-panel does create the panel,but the panel dissapears as soon as the terminal is closed.
  Adding a new panel,and then deleting the new panel and then restarting fixes the problem.
  Restoring the user account also fixes the problem.

4.6 is not developed anymore. Please reopen if this still occurs with 4.8.
