Hey,

a Debian user reported (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=450910) that the modal window for "add items" to the panel was a bit problematic in some cases and that it'd be nice to remove the modal bit.

I can confirm the window is still modal in 4.8.
