With 'grouping' set to 'always', when I left-click a group, I am unable to activate the window of my choice within that group. As I mouse over the grouped icons, a black outline appears to show the current position of the window, but when left-clicking on it, nothing happens. Activation status does not change, nor does window position.

Me too here, using gentoo.
I can confirm it's not possible to bring a window to focus when window grouping is set to 'always'. Using xfce4-panel-4.8.2 on Lunar Linux.

Alright, hope the fix trickles down soon to Arch Linux, I can confirm this with the currently up to date xfce4-panel on Arch, 4.8.2-1. I noticed it ever since the update to 4.8.x on several boxes and am affected because I use a lot of windows and depend on them being grouped.
