Setting dialog changes

- Added mnemonic's to the dialog for accessibility
- 12px indent to sliders
- frame instead of viewport (iirc notebook also uses that for drawing)
- some indent and repack changes

Hope you agree with the changes. the mnemonic's require a bunch of new translations, but so be it.

Maybe it can also be considered to use tabs instead of the treeview. That would be much more in line with the other Xfce dialogs (also with an embedded xfce4-settings-manager dialog in mind).

Yes, i'll in the xfce-4.10 branch that i will start working on it shortly.

As the settings dialog has been re-done from scratch in git master, this bugreport is obsolete/fixed.
